[gradsusr] New meteogram scripts

[Matt Bunkers - WFO UNR]

The problem appears to be with me accessing the server.  When I try
reaching http://monsoondata.org:9090/dods/ in a browser I am not allowed to
connect ("This webpage is not available").  My guess is that it is a
permissions issue.
