[gradsusr] Convert .dat file to netcdf

Dear Kishore,
 
Actually I am using Grads under windows. I downloaded  xconv software to do this, but in step of loading data the software was locked, and unfortunately I didn't find a reliable link to download cdo software. Could you please help me in this way?
