[gradsusr] OpenGrADS grads-2.1.a2.oga.1 on Windows Server 2012

Arlindo,

Since posting I've successfully installed this version of OpenGrADS on 2 instances of Windows Server 2012R2. The problem only seems to occur if you change the default install location during the set up process.
