[gradsusr] CONUS mpvals

[Jeff Duda]

Does anyone have a good set of values to use with the 'set mpvals' command
for a lambert projection to fully cover the CONUS with maybe a few hundred
km or so of extra domain outside the CONUS?  I'm having a hard time with
trial and error to get a set of values that works.
