[gradsusr] Help getting started

I used Grads way back when in college but haven't touched it since. I'm trying to get it to work on my WINDOWS laptop, but I keep running into a wall... The instructions on this website were easy enough until it got to the actual installation of GRADS, step #2 under "Installation" in particular. I've made the directory in the Cygwin, but I'm not able to get to it through there.
