[gradsusr] opening APHRO_MA_025deg_V1003R1.1961 on grads

Hi,
I am new to GrADs.
I have downloaded some Aphrodite  precipitation data.
The file 'APHRO_MA_025deg_V1003R1.1961' doesn't have ctl and nc extensions.
Can it be converted to one of the above mentioned file formats?

On the website it is written that download the given ctl file and save it
in the folder which has the data and then open it in grads with command
'open APHRO_MA_025deg_V1003R1.1961.ctl'. But it didn't work.

Can anybody help?
