[gradsusr] Error in GrADS-2.1.a2 configure

Do not use the OpenGrADS supplibs-2.2.1 for building grads-2.1.a2. You will
need supplibs-2.3.1 which I haven't posted yet. In the meantime, use the
pre-compiled binaries if you can.
