You can display a shapefile with 'draw shp' -- no need to convert it into the format of a GrADS map file. 

If you want to convert *data* in a shape file to GrADS data, then it only really makes sense for point data, and I can give you a C program to create a GrADS station data file from a shape file with point values if you want it. Please contact me offline.
