[gradsusr] Using Maskout Function To Compute Areal Average

grids " *there is a mis-match of resolution in both the files.

when you get your maskout file from meteoinfo , you should set spacial
resolution. You just open your temp_var file in grads and start getting
your maskout file again from meteoinfo. And when you need to set x and y
sizes, see your temp_var file and fill in accordingly.
