[gradsusr] Drawing a shapefile "SHPOpen Failed"

Have you tried drawing a shapefile in the GrADS, my problem is when I tried to draw a shapefile using the 'draw shp <name>' the result is SHPOpen failed
I already opened a file after the 'No scaling environment' error was shown
