[gradsusr] adding superscript for lat/lon labels.

Hi geeta,

Try, for example, 'draw string 5.5 8.0 `3.`0E'  to draw E preceded by
superscripted degree symbol.  The 3 changes the font to font 3, the dot
gives the degree, the 0 changes font back to font 0.  For more information,
