[gradsusr] the Caspian Sea coastline in newmap

Dear all,

Using the "newmap" for drawing political boundaries from 
ftp://grads.iges.org/grads/boundaries I found this file to have a bug 
over the Caspian Sea. There's no sea indeed. Attached heat flux snapshot 
is an example. If anyone could send a proper updated file, I would be 
very grateful.
