[gradsusr] map boundaries

Hi, Cathy -- 
You can use the hires map to draw only the US state boundaries and newmap to draw the rest. Something like this:

set mpdset newmap
<all your drawing commands>
set mpdset hires
set mpt 0 off
set mpt 1 off
set mpt 2 1 
draw map

I recently updated the doc page for 'set mpt' and there are some more example there to clarify its use.
