[gradsusr] How to install GrADS in ubuntu 12.04

By default, grads is in the repository that is not enabled by default. I
don't remember which is it, but you have to enable a Ubuntu repository. Or
you can grab the aptlink from the website.
For 12.04 (Precise):
https://apps.ubuntu.com/cat/applications/precise/grads/(2.0.a9)
For 13.04 (Raring)
:https://apps.ubuntu.com/cat/applications/raring/grads/(2.0.1)
