[gradsusr] Can't open .nc file in Grads in Linux machine!

Dear Friends,

Thank you all for your help....
I uninstalled the Grads, which I had installed it through "sudo apt-get
install grads".  And I'm trying to install it based on the instructions of
Grads itself (http://www.iges.org/grads/downloads.html).

As you know, the Grads executables are typically placed in the directory
/usr/local/bin. Since, I don't have permission for this directory (I mean I
can't paste anything there), I put them in the /home/mohsen/grads/bin. Then
unpacked it, which all the executables are available in the file as follows:

/home/mohsen/grads/bin/COPYRIGHT
/home/mohsen/grads/bin/grads
/home/mohsen/grads/bin/grib2scan
/home/mohsen/grads/bin/gribmap

 /home/mohsen/grads/bin/gxeps
/home/mohsen/grads/bin/gxps
/home/mohsen/grads/bin/gxtran
/home/mohsen/grads/bin/INSTALL
/home/mohsen/grads/bin/stnmap
/home/mohsen/grads/bin/wgrib

The second tar file (data.tar.Z), by default should be placed in the
directory
/usr/local/lib/grads. Again, because of having no permission, I put it in
the /home/mohsen/grads, uncompressed it, which containing the following:

/home/mohsen/grads/font2.dat
/home/mohsen/grads/font3.dat

/home/mohsen/grads/mres
/home/mohsen/grads/udunits.dat

Since the default directories have changed, - based on the INSTALL file
that says: "you must also change the environment variable GADDIR so the
GrADS executables will know where to find these files", - I need to change
the environment variable GADDIR, which is like this:
"setenv GADDIR dirname (If dirname is not /usr/local/lib/grads)"

Firstly: what is GADDIR? is it Grads directory, where the Grads components
located?
Secondly: this command (setenv) is unknown in my Linux environment! what
should I do? what's that? would you explain it to me in a few words?
