[gradsusr] Latest Grads version in Ubuntu Software Center

Dear GrADS moderator,

If its possible I would like to ask that the latest GrADS version to be
available in Ubuntu Software Center. I'm sure it will help others in using
GrADS, particularly those that are new to Linux, who might choose Ubuntu as
the entry OS.
