[gradsusr] cat different resolution GFS files

Thanks - that works perfectly.

PS: Think there was a typo in your example, the option should be
-new_grid_winds rather than -new_grid_wind. So:

wgrib2 IN.grb -new_grid_winds earth -new_grid latlon lon0:nlon:dlon
lat0:nlat:dlat  OUT.grb
