[gradsusr] shp_lines and draw shp

Hello,

draw shp <http://www.iges.org/grads/gadoc/gradcomddrawshp.html> is the
built-in method to draw shapefiles.

shp_lines <http://opengrads.org/doc/udxt/shape/shape.html> is part of
OpenGrADS

I'm not aware of any significant differences. I think shp_lines may have
been implemented before draw shp was officially implemented into GrADS.
