One obvious way to define the "border" of the Andes is to use surface topography. It's very easy to mask fields using topography data.

'umask=maskout(u,1000-hgtsfc)'
'vmask=maskout(v,1000-hgtsfc)'

The above commands will create masked wind components wherever surface elevation is above 1000 meters (you can choose your own threshold value).

You need to get the latitue/longitude values of the border points of
Andes first, and then to make a mask grid data from it.
