[gradsusr] Analyse values within a shapefile of a country

You can try to make a maskout data from your shapefile if it is a
polygon shapefile, and then maskout the rainfall data with maskout
funtion (http://www.iges.org/grads/gadoc/gradfuncmaskout.html).
