[gradsusr] WORKING ON BUFR DATA

Dear Grads user
  Can any one pls help me out on this regard. want to work on BUFR data on windows. i have the software i.e bufrscan, but it is not working on windows.. i have tried with cygwin window also. . it is requested that how can i decode or encode bufr data in windows.
