[gradsusr] x range on top and bottom axes of graph

Jonathan,
I'm not sure how to do this.  Hopefully someone else will.  However, if you
absolutely need both axes, when you display the second variable, Grads will
create a second axis below the first axis.  It can get kind of messy, but
it'll give you something at least.
