[gradsusr] How to fill background map

honestly,
I don't think that's possible..
when I use GrADS, (I mostly use GEMPAK) I make a map of the outlines, 
and color the land and water as I want
then overlay the data image with php
my partner web site uses that method

those maps are created with GrADS and php
