[gradsusr] An issue with ocean shapefiles

At present, GrADS interface does not draw polygons with more than one
ring properly. The ocean shape file only has one complex polygon with
many holes/rings of land areas, so it can't be viewed correctly in
GrADS. Please find detailed information at the end of this web page:
