Also, if you installed the latest opengrads Windows Superpack, wgrib2
(0.1.9.4) is already included. There are also wgrib2 binaries for Linux,
Mac OS X and FreeBSD on the same site:

If you insist in building it, the are sources in the directory above which
include the standard configure script.
