[gradsusr] Revised folders for holding Windows binaries

GrADS Users,

The web site http://vista.cira.colostate.edu/nco/ has been revised to make subfolders for applications written with MinGW and NetCDF for Windows.

It includes:

1)      CDO

2)      GDal

3)      GrADS (go to IGES and OpenGrads first)

4)      GStat

5)      HDF5

6)      NCO

7)      NetCDF

8)      NetCDF-4.1.1.rc2-Windows (new for Visual Studio 2010)

9)      WGrib2 (go to Wesley's site first)

10)    Subversion (no NetCDF but I needed it to work under MinGW)
