The release of version 2.0.0 (with the polygon shapefile interface) is delayed due to bug fixing. It is being used internally at COLA, which is why the documentation is updated, but the public release will be a bit longer. Sorry about that, but who wants a buggy new release?
As for the KML, you don't need to convert shapefiles, you can just use 'set gxout kml'. Look at the docs for 'set kml' to see how to to control the output. Polygon KML files will be in the new release too.

I am a little confused about the documentation on shapefiles. It says poly shapefiles are only available in versions 2.0.0 or later but the current version is 2.0.a9 and it does not work in this version. So is this function not available yet?
Also, has anyone had experience with converting grads outputted shp files to kml files for viewing in google earth? what utility do you use for conversion? I have tried this with an online app at geocommons.com but there is a loss of information and it seems not to be very good tool. How can you maintain contour properties such as shading and values etc?
