[gradsusr] country fill color

If you have one of the latest versions of GrADS (2.0.a8+), you can use the
shapefile commands.  For example:

'set shpopts 7'    For fill color
'set line 4 1 1'    For political boundary color, style, thickness
'draw shp admin98'    Draw countries from shapefile admin98
