[gradsusr] Request environment variable for shapefiles

I think the GASHP variable should support a list of directories too. At the moment, there are three recognized delimiters for GASCRP -- a space, a semicolon, and a comma. I will add a colon to the list as well.

It would be nice if, like GASCRP, GASHP would include a list of directories as well. 

BTW, what is the current acceptable "separation characters"? Can both ";" and ":" be used?

This is because the GADDIR install directory is read-only for me and 
some other users, and it would be good to have a clean mechanism to 
override shapefile collections that might hypothetically find their 
way into GADDIR.
