Wanted: wgrib2 testers for EUMETSAT support

Wgrib2 has preliminary code for supporting the space view perspective
grid which is used by EUMETSAT.  Testers are needed to evaluate
the support for EUMETSAT.  Adds ability to get values at
lat-lon points (-lon) and to regrid (-lola).

Requirements: able to compile wgrib2 from source code.
