[gradsusr] * * * New GrADS release 2.0.a9 * * *

I downloaded the 2.0.a9 cygwin build, but how do I install it?  I have
cygwin on my Windows XP machine.  I don't see an install script in the
expanded /bin files, unless it's included in the grads.exe file, but
can't it to launch either.
