Have you read the manual?

  lats4d.sh -h

Basically, you need a valid grads redable file/ctl at your final
destination; this file is used to define your final dimension environment
(-de option). For the sake of argument, let's call this file phillipines.ctl
(could be philippines.nc as well). Then

% lats4d.sh -i asian.ctl -o newfile -de philippines.ctl -func 're(@,0.25)'

This will create newfile.nc. It is possible that you may need to be more
explicit with the re() arguments. Read the re documentation for syntax.
