[gradsusr] ascii data in netcdf

The ncgen utility (which is part of the NetCDF library) is probably
the best the tool to transform ascii data into netcdf. However, GrADS
has no interface for station data in netcdf format, only gridded data.
So if your ultimate objective is to read your station data with GrADS,
then converting it to netcdf will do you no good. You must use a C or
FORTRAN program to create a binary file in a customized format for the
GrADS station data interface. Documentation is at http://iges.org/grads/gadoc/aboutstationdata.html
