[gradsusr] Ubunto 10 GrADS 2.0a9 Build

GrADS users,

There is a build http://vista.cira.colostate.edu/nco/grads-2.0.a9-i686-pc-ubuntu32.tar.gz of GrADS for Ubuntu 32bit users.

First and foremost, use Arlindo's superpack. Next, use the IGES download site where Jennifer has collected a variety of 2.0.a9 platform builds of GrADS.

All options are enabled in this Ubuntu version.
