GrADS 2.0.a8 for shape file support

GrADS version 2.0.a8 is not yet public. But one way to tell it is very  
close to being released is that I have already updated the  
documentation for the new shapefile handling features! I am working  
hard on getting 2.0.a8 ready. We are still doing some testing on the  
big (>2Gb) GRIB file interface ... please stay tuned.
