sdfwrite with 1yr time step

I'm using opengrads 2.0.a7.oga.3

I've generated binary files with annual averages. I also made a *.ctl file
which extends over 31 years. the TDEF entry is

TDEF 31 LINEAR 1jan1979 1yr

When I view the data opening the *.ctl file everything is fine. The
timesteps are exactly one year apart. When I use sdfwrite to generate a
netcdf file the time steps in the netcdf file become 13 months apart.

It their a problem with time at the one year period and sdfwrite?
