[gradsusr] shift longitude range in grib2 file from 0->360 to -180->180

With the May 2010 version of wgrib2,

    wgrib2 in.grb  -lola 180:720:0.5 -90:361:0.5 out.grb grib

I don't like -lola because it does nearest neighbor interpolation but it 
is not a problem for you.
