Dear Ramaraju,
you open .ctl file in grads
Then tipe following commands
set gxout print
set lat for example set lat 21.3
set lon for example set lat 73.5
set t for example set t 1 57
set prrnopts %g 1 1
d rf
You will get the rainfall output in Ascii fornate which you can cut pest in Excel file and then you can use in GIS
I am also working with GIS environment let me know if you know how to use netcdf data in GIS
There is one way of using binary data in GIS you have create .hdr file (header file) like we create .ctl (control file in grads) with header file you can you binary data in GIS
