You can use GDGRIB to convert the gempak file to a GRIB file; and
then use Wesley's WGRIB http://www.cpc.noaa.gov/products/wesley/wgrib.html and GRIB2CTL http://www.cpc.noaa.gov/products/wesley/grib2ctl.html  Perl script to create a control file for GrADS.

WGRIB comes with most of the GrADS installations.
