Not really. The old EOF user defined function require GrADS v1.x. Your best
bet is to install v1.9 for windows from opengrads:
http://sourceforge.net/projects/opengrads/files/
Next you will need a fortran compiler. Gfortran for windows might do the
trick,
http://gcc.gnu.org/wiki/GFortranBinaries#Windows
Then compile the UDF and follow the instructions for installing UDFs on
Unix.
If you don't mind a bit of python, an easier proposition may be to install
pygrads superpack for windows
http://sourceforge.net/projects/opengrads/files/python-grads/1.1.0/
and use it for computing EOFS. An example of EOFs can be found here:
