Template CTL for ungribed data

Dear GrAds users,

Trying to open a ctl (template) file for a small number of archives (grib
and idx), I've been facing the following problem:

*>Scanning description file:  fnl.ctl
>Open Error:  Can't open Station/Index map file fnl_201003%d2_%h2_00.idx
>The data file was not opened.

A part of my ctl file is put bellow,

*  produced by grib2ctl v0.9.12.5p39c

What could be wrong in the construction of this template ctl file?
