Pablo,
The file, pdef_ncep_12.atl, can be found at
http://nomad1.ncep.noaa.gov/pub/raid3/rtofs_native/daily/ofs.20090928/pdef_ncep_12.atl
This is a binary file which has to be saved. (YMMV but my browser pops
a window asking whether
to save the binary file.)
