Hurricane Tracking Script

Hi Steve,

Here is a pretty simple tracking script I worked up for the MERRA
workshop we had at the last AMS meeting.

It reads the best track ascii file, and does a couple nice things,
like let you choose where in the file you want to plot (if not the
whole track) and also changes the dots at 00Z so you can see new days.
However, at the heart is a simple read and connect the dots.
