Lats4d with GrADS 2

Igor,

Emily Becker is finishing off a grads script that creates grib2 files
from GrADS readable files.
Needs some polishing and documentation but I had no problems converting
MERRA (HDF)
files into grib2 using an earlier version.   The wgrib2 home page will
have more details
when available.
