GrADS does not do any ftp, you will need to transfer the files yourself,
ahead of time. On many operating system you can setup a FTP file system in
while you associate a local folder with a ftp address (Windows does by
default, on Mac OS X install MacFUSE, on Linux install FUSE.) A FTP file
system is not always to most efficient, but can be very convenient.

Which NASA data in particular are you referring to? Some NASA data are also
available through opendap, making ftp transfer not necessary.
