GrADS 2.0.a7.1

I have posted another build of 2.0.a7.1 for windows, provided by John
Huddleston. This build requires Cygwin; the required dlls are also
provided in a separate .zip file in case they are missing or different
on your PC. If you have any problems with any of the recent builds,
please post to gradsusr. Thanks!
