GrADS version 2 does not display this ctl file why??

Ah. ncdump output would definitely help. But first try this: your
descriptor needs 'dtype netcdf' and also a different variable
declaration (with t,z,y,x instead of "0") Take a look  at http://grads.iges.org/grads/gadoc/SDFdescriptorfile.html
  first.
