No, ECMWF is extremely expensive.

First we pay some 40 million euros of European taxpayer's money to
run the ECMWF and then they resell the results to the same
taxpayers.    The fault is not with the ECMWF themselves, but rather
with the European policies of half funding projects and ask the rest
of the budget to be raised somewhere else.   A very myopic policy
that distract a lot of resources from scientist (they are not good
salesmen) and is not profitable at all.  Compare that with the US
policy of free access, which cost only twice but results in
economical benefits eleven times larger.   An excellent assessment by
