New 2.0.a3 binaries for i686 and solaris, plus wgrib2 and cnvgrib for windows

Dear All,
The wart in the i686 build of 2.0.a3 that was causing floating
exceptions has been removed and a shiny, new, presumably usable build
has replaced the tarball on the FTP server. Ditto for solaris, except
that there were no warts, the new solaris build is just a bit more
portable than the old one.

Also, John Huddleston has also provided builds of wgrib2 and cnvgrib
for windows:
