Yes, same issue. I also tried it on a second grib2 file with the same result. I also verified that I could start wgrib2 in the PCGrADS19/win32 directory. It came up fine from the command line.
P:\>set PATH=c:\Program Files\PCGrADS19\win32;%PATH%

Access is denied.
Big problem:
either c:\grib\input_new\multi_1.wc_4m.t12z.grib2 is missing or not a grib file
or wgrib2 is not on your path or wgrib2 is too old.
P:\>g2ctl.pl -verf c:\grib\input_new\enp.t12z.grib.grib2
Access is denied.

Try running g2ctl.pl on your grib-2 file:
g2ctl.pl -verf c:\grib\input_new\multi_1.wc_4m.t12z.grib2
Do get the same access denied error?
